Verify STAAH partner-API credentials and IP approval

/api/v1/pms/staah/partner/test-connection

Mints a fresh access token and discards it. A 400 means the partner API rejected the credentials (422 upstream). A 502 means the call did not get a usable answer, and the message names the layer that refused: the partner API itself, STAAH's CDN (the egress IP is not approved on the property's partner-API page, or the partner API is not enabled for it), or our own egress proxy.
